background

the opportunity

five of the u.k's largest public sector buying organisations agreed to work more closely to drive greater value from their combined £2 billion buying power through collaborative procurement opportunities. these buying organisations had grown out of county council purchasing and distribution services working together. the formation of pro5 was the next logical step.

the solution

we developed a road map to help stakeholders agree the direction and speed of travel for pro5 - this brought clarity to the original agreement. this helped define the proposition and the values by which pro5 would operate. a stakeholder mapping exercise was undertaken to establish who they needed to engage with and with what messaging. we devised a marketing and stakeholder engagement plan, devised and facilitated staff workshops to establish roles, responsibilities and map all processes to support this new venture. we developed a narrative and value proposition along with all launch collateral including: website, literature and supported their first joint event.

results

 - gained consensus among five organisations around pro5 what it was and how it would operate

 - got buy-in from all levels of these organisations

 - brought the right people together to agree the process, roles and responsibilities to support pro5

 - launched pro5, engaged new and existing customers

 - enabled pro5 to engage suppliers and negotiate improved value contracts

 - ultimately helped councils drive greater efficiency from existing budgets, protecting frontline services.

the agreement was in place but in essence they were still five organisations. the opportunity lay in establishing what pro5 would mean to these five organisations and their members and equally important what would it mean for new customers and the suppliers from which they wished to derive improved value. was pro5 a single organisation, a formalised association or a value proposition and how would they deliver the operational support from five separate organisations (with differing membership, governance and operational structures) to make it a reality.
