the opportunity
the office of government commerce established a centre of expertise in sustainable procurement and operation of the government estate (cesp)to help deliver on government sustainability targets. as a collective government is the largest purchaser of goods and services and occupies many buildings, therefore the potential to make a significant contribution to the meeting of these targets was huge.

the solution
we engaged stakeholders (within government, those holding government to account and the sustainability sector ) and used this insight to inform the subsequent marketing and stakeholder engagement strategy. we overhauled the crm system, established a web presence, developed core collateral and content to form the basis of clear, consistent and concise messaging. developed case studies, held workshops and forums, developed a pr strategy and responded to enquiries from the press and parliament (providing details of progress and the activity to support this).
results
- established the service across 23 government departments with key staff
- laid the foundations in terms of strategy, collateral and key processes needed to deliver a joined up approach
- demostrated an inclusive approach encouraging dialogue, buy-in and the establishment of sustainability champions
- dovetailed the work of the service into the wider work of the office of government commerce

setting up the centre of expertise was the easy part, the challenge lay in communicating what support was on offer and what was required of 23 separate and geographically spread government departments and their staff. we needed to sell the service, gain the buy-in, share the knowledge and best practice available; and build the capability needed at all levels. achieving this would begin the process that would set government on course to meet these ambitious sustainability targets.
